Lyon Living Development Company is a recently formed entity of Lyon Living and NCA Developments. The privately held company, led by Peter D. Zak and Riley Paone, continues the successful pursuits of Lyon Living in the areas of entitlement, ground-up development, and construction with an increased focus on mixed-use projects, especially those with multi-family, retail, and hotel components.

President & COO

Peter D. Zak is President and Chief Operating Officer of Lyon Living Development Company. Before joining NCA Developments in early 2013 to head up its multifamily group, Peter was Senior Vice President of Community Development and Capital Ventures for Lyon Living. While at Lyon, Peter managed the company’s entitlement, development, and acquisitions groups in addition to providing key contributions in the areas of project capitalization.

Peter joined Lyon Living from the Irvine Company, where he served as Director of Development with the company's community development division, Irvine Community Development Company. He was involved with masterplan design, entitlements, and builder land sales in land and infrastructure developments for some of The Irvine Ranch's most prestigious communities, including Orange County's premier golf community, Shady Canyon, Quail Hill, Pacific Ridge, and the multiple-award-winning community of Woodbury.

During his career, Peter has overseen the design, entitlement, and construction of nearly 20,000 multifamily and single family residential units, over 500,000 sf of retail, various hotels, an 18-hole private golf course and club facilities, and special purpose projects, such as an advanced petroleum field assessment and recovery. Peter began his career as an auditor for Ernst & Young Kenneth Levanthal, where he provided audit and financial services to a number of real estate companies, including Irvine Apartment Communities, William Lyon Homes, Sunstone Hotels and Institutional Housing Partners. Peter is currently Vice Chairman of the Planning Commission for the City of Newport Beach - considered by many to be at or near the top of the best run cities in the State of California. He is a graduate of Villanova University.

Development Manager

Riley Paone serves as a Development Manager for Lyon Living Development Company. Riley manages all aspects of the design and development processes for a number of Lyon’s multi-family, mixed-use, and hospitality projects. Riley also works closely with the Asset Management team on investor reporting for all development assets. Riley has been involved with the development of over 2,000 multi-family units, 250-hotel keys, and 100,000+ square feet of retail. Prior to joining Lyon, Riley was a Project Manager for NCA Real Estate, where he often worked closely with Lyon. While at NCA, Riley managed the design, development, and construction of their multi-family development assets. Riley is a graduate of Southern Methodist University with a BA in Economics. He is a member of the Urban Land Institute.



Lyon Living has specialized teams responsible for pre-development entitlement and construction activities for all types of multi-family and mixed-use ground-up development projects. Our expertise spans all stages of the real estate development cycle including:

Our extensive knowledge in innovative design, construction, and material selection ensures our design will be efficient and cost effective to construct, while maintaining the highest levels of quality.


For over 20 years, Lyon Living has served as its own General Contractor for new construction and is currently building more than 2,000 units in California. This in-house approach has enabled our team to execute thoughtful, smart designs that are aligned with Lyon’s vision of building exceptional living environments. We pride ourselves on building responsibly by providing the highest level of onsite training and safety protocols, as well as minimizing environmental impacts through eco-friendly standards.
